problem with neon effect

i want draw a neon light right. for that i need to select the brush and press shift to draw a perfect line, but i doesn't work, i draw a noodle instead.
i installed luminar neo since the beginning on a HP laptop 6570b, windows 10 fully updated, 16 Go ram, all work without problem ( i didn't use all function ).

where is the bug ?
