Create/Buy Custom Layer Images

I am new to Neo. I am curious about working with layers and even creating my own or possibly buying some. A "full moon" comes to mind.
I have seen some for sale, but they are in JPG format. I thought a layer overlay needed to be transparent (PNG).

In any case, I am looking for information on how to create and import my own custom layers into "My Images".
