Develop RAW not in tools list even with unedited RAW photo. Can only see it under Edits tab

Whenever I view a Luminar Neo video online, the Develop RAW tool is always in the tools list (if no tool has yet been applied). With me, however, Develop RAW NEVER appears in the tools list. Even when I upload an unedited RAW photo, I can start my edit with Develop RAW ONLY if I click the Edits tab, where I find it (along with Noiseless RAW, which also never shows up in my Tools list). Why does Develop RAW NEVER show up in my tools list, even with totally unedited RAW photos, as I see online with others?
